It should also identify if any issues are expected, such as asbestos, conditions for mold, aluminum wire, lead pipes, etc.

I haven't had to deal with that (I don't even have to worry about frozen pipes here in Florida)But, jeeze, $13,000?

Such as having a ballon every year for 100K until it is exhausted.4) If, when I am entitled to receive the funds, if I instead want to 1031 the balloon into another property, can I do that?

Changed out the tub, shower head, piping, valve, lights, toilet, sink/cabinet -cosmetic update.

And if she's gone for long stretches, a pipe could legitimately burst or something, and you'd be happy you checked.That being said, if she's such a great tenant, maybe install a wifi thermostat for her, so she can do that herself remotely.

Plumbing should be easy as well, considering the inspector should be able to see vent stacks and also see proper traps and pipe sizes... 

Hide whatever that reddish looking pipe is going across the ceiling (Is it a Pex hot water line maybe?)
