There is a large influx of Spanish immigrants moving into the neighborhood, so I can feel I can charge  A higher interest rate for someone with poor or no credit.

You cannot discriminate based on national origin or immigration status and doing so will get you in serious hot water. 

In others, it's illegal to rent to illegal immigrant (assuming that someone without a SSN is illegal). 

Anyone they want to let into their house would have their number so it avoids solicitors.

Millennials, but also boomers downsizing and immigrants who have a much higher preponderance to rent early in their transition make up a significant portion of the renter population and are continuing to drive the rental market.

I think the situation was different in the mid 90's when you could rent a place in Park Merced with section 8.With regard to quality of tenants and I can only speak for the russian-speaking immigrants I know who have section 8 -- they tent to be older, retired or semi-retired and will probably skip a meal first rather than be late on rent :)

The application and a credit score are important, yet in some cases they don't even have a credit score since they are new immigrants; in other cases their score is crap due to a divorce or student debt issues from years ago they are working on improving, etc.
