So I just tried out a new house-painter who bought the paint in the colors I needed, but I found out after he was done with the job that he only did SPOT priming over any drywall patches and other wall repairs.

We had a roofer patch rpthe hole in the roof.

Would you suggest patching cracks or lay drywall over it?

I've done some patch work that seems to be temporarily holding back any leaks. 

Most of the households decided it would make sense to dig their own wells rather than try to patch-up the existing system.Our lawyer wrote up an agreement to dissolve the Springbrook Water System that basically stated that any households who chose to remain connected to the well would be responsible for the further upkeep and the ultimate capping and retirement of the well.I have no idea if this ever happened.

Splicing in/patching etc usually causes more problems. 

Needs about 1,000sq ft of wood tile flooring, dry wall patching in a few places, wood floor sanding and repair, and a few other small things.

After I walked the property myself, I noticed a small patch of mold in the ceiling, one of the water heaters was rusty, but all in all it was just a cosmetic rehab.
