I do the same for my LTRs, tenants have to get their own utility accounts and they are fully responsible.

However, after he saw the quantity of ADU applications come across his desk to plan check he went out and started his own consulting company.

There are definitely some hiccups with it being a small company, but I do have to say that their response time on tickets is really fast.  

So, things change a bit.If it is his personal home, there are more restrictions.For an investment property, if you take over his financing, read through the deed of trust (mortgage) and see how they handle transfer of ownership.

The agent either doesn't know or isn't allowed to say because of fiduciary responsibility.

He knows his stuff and is really good at making IG videos: his brand is a very clever mix of being super humble, telling everyone profits are less than you think and then flashing some fat $$ he made by selling to his investors.

In the multi unit buildings I put on lease "Each tenant shares responsibility for removing snow and salting on both walkways and sidewalk infront of property" and I have them initial before we execute lease.
