If you're just adding a door, you probably don't need a permit. 

Their city government website has information on short-term rentals and how to register for rental licenses/permits.

Additionally, they may only permit you to borrow up to 75% LTV (considering your existing note).

First few months, they blamed the city’s back logs for issuing permits.

You can get all your permits in order before then so you’re ready to go, but you might have to wait a year to start the project depending on when those leases expire.

Some of the stricter regulations you could see include an 8% transient occupancy tax, the owner (you) having to occupy the residence for 180 days per year, reapplying every year for a provisional use permit, limiting number of occupants, and special permit fees ranging up to $500 per permit with a public hearing per permit.

What are the city permits needed ?

I spoke with them this morning and asked about this in several different ways - no such benefits are permitted to dependents unless the dependents are veterans themselves.
