I would suggest aggregating rents from a few sources (craigslist, local paper, rent.com, zillow) to give you a broader and hopefully more accurate view of youe local rents.

Also I'd like to rephrase the question, if banks own them, why don't they put some GC on retainer (and I know some banks do have a contractor's list for their own facility improvement, i've bid in some of them) fix the asbestos and sell to a broader market.
