@Paul Pratt  I had forgotten about those programs, but was tough to use the last few years....with all the competition. 

I searched for days, trying to find updated info, and it seems like a forgotten issue.

I would also suggest looking in Passaic and lower Sussex Counties - the "forgotten" areas of Northern Jersey.
