I'd definitely take a look at those Wholesaling categories and identify some individuals that you'd like to mentor/partner with and see if theres any way you can provide value and/or just reach out to them and ask!

Since the mentor (guru)  who sold me the $35,000 seminar about renting by the room never discussed this problem, I can’t believe it exists! 

This is an expensive process (water attorneys and water engineers) and your right would be very junior (you would only be allowed to take water in very wet years).

Right now in a partnership you'd either need a mentor/consultant to guide you throughout all aspects of the deal and partnership or wait and hold the land for now and gain the necessary experience to maximize your profits on this land in the future.

It's important to know your exit strategy whether you want to sell the property quickly, use the BRRRR (Buy, Rehab, Rent, Refinance, Repeat) method, or keep onto it for a long time.Think about consulting a property inspector, real estate agent in the area, or even a mentor with knowledge of the Houston real estate market for advice.
