(Actually I pre-fill most of the form: they just put in bank info and sign) That and a voided check is all that's needed to authorize an ACH pull every month for the duration of the lease.Cost is $3/transaction, with an option for either party to pay or split.I like that inaction on either end results in me getting paid.

If you go with a construction loan your interest will be 10%+ interest-only for the duration of the construction but then you can tap into that forced appreciated without either 1) financing the $60,000 out of pocket (e.g. driving down credit score making refinancing more difficult) 2) having a pre-payment penalty (fairly typical for long term investor products).

I would not be too worried about a line being closed.Drawing the money out the HELOC to make sure it is there when you need it is a good option, but as you mentioned you want to park that money in something that will give you some money back to avoid paying interest on idling money.There are multiple opportunities to make your money work short term, some are very secured, some are way more riskier (either regarding the principal value or regarding when the money will be available).You can use bank Certificates of Deposit with duration from a month to a few years.

They do an assessment of the property and weigh it against comparable units in the community...then set the rental rate...you can have this base rate increased significantly if you want to include utilities in the rent....but then your tenants will likely be washing all their friends cars for free in the back yard, leaving you with a $2k water bill...You are bound by the terms of the lease for the duration of the lease.
