In one recent case with a client they originally were set to have the document notarized at the US Embassy, but due to some scheduling changes that wasn't possible. 

I know I can fly to the capital where they have a notary at the US Embassy, which is US soil.

Out here, that involves a trip to the Embassy in Tokyo for the only place that provides notary services.

Also, their embassy pays all costs so the tenants might not care as much about how much the rent is.

When I was a title closer I have done closing with individuals in other counties ... they just went to the American Embassy for notarizing and gave a power of attorney to their attorney for the closing.

There should be one at the CI embassy or consulate.

You will need to execute the POA in the presence of a US Notary at a US embassy office (which may be difficult due to COVID).
