If youre planning on continuously deploying the cash from the equity in the condo, a cashout refi probably makes the most sense.Conventional loans are typically the better deal vs DSCR, but you wont be able to get a Conventional loan if the property is owned by an LLC.

If I had a lot of capital to deploy I might focus more on the deal first. 

If you have $200k liquid, you might be better off deploying your cash and doing a delayed purchase with a DSCR loan and save on the interest and cost of a hard money loan.

Take into account the probable opportunity cost to the seller of being unable to deploy the proceeds where he will, and the seller is even further in the hole.Like I said, contradiction in terms.
