Maybe the receiving/sending antenna on the meter is broken.

I use ubiquiti antenna's.  

If they are motivated, my curiosity antenna would be going up.

I highly recommend you let the Tenants know they are not allowed to install antennae or dishes on the house or roof without your permission.
