So it can be something as small as a $5 valve or on the other extreme damaged pipes(more common in the north where pipes freeze)The big issue here is the inability to activate water for your inspection or for the appraiser if you are obtaining financing. 

There was a freeze on turnouts for several months because of COVID-19. 

Do they only freeze the heloc if the home value drops below the 80% ltv?
