The town/cities in the Southwestern Part of CT, cater to the greater NYC Metro and are competitive with low vacancy where as the Eastern part of CT is struggling with vacancy.Laws cater to the Tenants, typically takes 3-6 months to evict a tenant depending on circumstances.My Take: You cannot/will not be able to find a property that will cashflow in this state unless it requires major rehab/renovations.
