I have a multi-unit in Baltimore who recently acquired new neighbors.. they have two pit bulls who are in the yard 24/7 and whenever anybody is outside they lunge at the fence growling and barking to no end.

I think some new pain plus maybe some more shutters (plus a better color) and window boxes along with some bark mulch, bushes and flowers should bring that house to life.

Pressure washers are ok if the person knows how to use them.Then some colored bark/mulch around the garden type area by the entry (between the walk and building) and maybe a load of crushed rock/gravel spread in the drive would give you some cosmetic pop for very little money.
