How much $/work to put in?

Hi all, Am closing this week on a great little deal - $28k for a 3/1 with a bonus room and attached 1 car garage in a solid area. It already has its C of O for rental occupancy so we can move in tenants right away. That said, my husband thinks the exterior of the house is quite ugly and needs "a lot of work" - I'm frugal and argue that we can give it a good pressure wash and maybe some decorative shutters and it will be fine for our niche of tenants (who care little about curb appeal). It's winter so I'm not even sure if we can get the siding cleaned right now. Anyone have experience with exterior work in winter in northern climes? Also, do you agree that a quick scrub and some cosmetics will make it rentable? Market supports $975 to a traditional tenant and we're looking at ~$1600 with our niche of short-term airline employee commuters (who again care mostly for a clean, safe place close to the airport with their peers and very little about curb appeal) Trying to figure out how to post pics using the app...
