Well, think you need to tread lightly since city planner types don't like lights-out storage places much.However, if he's got the equipment, space and location, not seeing why you can't do some sort of STR.Other item, since you're creating a bailment for stored product, check with your insurance guy FIRST.

Turnkey, you buy it and are making money right after close.Building it kinda gives you what you want, but consider:1) Two years to close on land after getting into contract waiting on entitlements2) Dealing with planners (can take 6 months and they may make you include affordable units).
