I've been approved through NOVA loans and they are great so far, but they can't provide loans nationwide.

While NoVA property prices are high you can still find low priced properties in some areas (Falls Church, Woodbridge and South), otherside of WW bridge and few other areas. 

I would recommend Nova Scotia.
