Personally the only thing I find awkward about it is that you have to "invite" people to fill out the application or pre-application by their email or phone, I'd rather have a link to apply that I could post on my listings rather than have people message me then I have to collect the email, then send them the application, but that's just a minor inconvenience for me.

My choices would be if prices are no issue as in you can spend $1.2 million+ on a single family home: San Jose (10% appreciation historically, 44% in the last 3 years, link below), Santa Clara (both near Silicon Valley with major tech companies), San Mateo.

That being said, I believe a CITY is allowed to require a separate meter be installed, as I have read for the City of Oakland (link below).It appears that the Southern California utility is requiring separate meters for all ADUs (link below) though again I don't see how that is legal.
