First, the last president was arrested a couple years ago for fraud, she stole about $30k and was headed for Florida in the middle of the night, I guess the police had already been watching her and moved in.  

I would think you can call the police and have him escorted out of the house or arrested if he does not want to go.  

It hasn't been sealed and polished well.

There's a good chance that applicants on McDaniel street are drug dealers or prostitutes, because that's the main drag, so, you might have to deal with letter from the police, telling you that they might seize your house, if you don't evict the tenant, if they've caught them in criminal activity. 

I love to travel and have traveled extensively around the world - I've been to four continents and countless countries, I've climbed waterfalls (yes, that means going up against the water), kayaked with whales, and successfully avoided a police search party in Colombia (what happens in Colombia, stays in Colombia). 

Unless I get a police report for a noise complaint no one was in violation of their lease and there was nothing I was going to do. 

My police officer buddy who works up there says that there is a new low income housing in that area and that it is considered the west side ghetto now.

Get involved in community work if you can especially with the police dept.
