Best Neighborhoods in Sioux Falls SD For Buy and Hold

Hello BP members,

I am originally from Sioux City IA however I have lived in Sioux Falls SD off and on through the years.  I currently live in southern Missouri and have been looking to purchase a rental in Sioux Falls.  I know the city is expanding south and to the east but there are several houses I'm looking at on the west side of town along the outskirts.  One particular place is along W. Norma trail.  My police officer buddy who works up there says that there is a new low income housing in that area and that it is considered the west side ghetto now.  Is this accurate???  I use to live in this are about 7 years ago and it was a great neighborhood. 

I had a deal fall through on the east side but since then I haven't seen anything come up in my price range.

Any help would be appreciated.
