Any good suggestions for "why" I need to access the records when I'm harassed next time?

It could be considered harassment.

Failure for us to come to an understanding about this may result in me having to file a police report for theft and harassment as well as seek compensation in court for my lost rent... 99% chance that a higher up tells the employees to knock it off. 

This type of unmeritorious harassment from HUD based on speculation of discrimination from an "aggrieved" tenant, especially if they are one of the protected classes, is like oxygen to HUD.  

Have given them an option to move out/ suggested a meeting to go over the lease and conduct going forward but they're still being unreasonable and continued with harassment via email and texts.

I noticed the crime rate seems a little elevated compared to the average, but it looks like it's mostly college-type of crime (intoxication, harassment, assault).  

Not sure what they have in mind (if anything) harassing landlords.

@Lombosco Dixon   If someone wanted me to fill out a 7 page application I would think they did not want me as tenant.It is so easy to do a full background check with just a little information it just seems like harassment to me.
