I suggest the first person you talk to be either (a) a developer in your area who has done it--successfully, or (b) an attorney who has helped developers such as the one in (a) to do this and can walk you through the process.

Residents in those area (such as Del Mar) are not happy with parties who rents for weekends (Article Here),and taking to court to try to ban short term rentals.

But I would like to see vacation rentals be banned in residential areas like any other business, they are operating businesses in residential areas and my local city counsel told me state legislators were paid by air b n b to keep silent and tie their hands. 

Worth, Arlington, Grapevine, etc. are trying to ban certain parts of the cities from allowing STRs at all (just search on google and you will find the info).

Ask your local rental association.Think you need to resolve this quicker since you have a vulnerable population.This is what drives me nuts about Portland, they're all great about ban the box on felony tenants.
