Water in the basement could mean you will have to install an interior perimeter French drain with sump pump; I have priced those in the past at $65 to $85 per linear foot of perimeter wall.

I ask because I am in a position (in the Navy) where I can go any direction I want in a couple if years where college will be fully paid for and I just want to make the choice that will get my where I want to be the fastest.
