Also just to clarify two 15 year loano ptions  were offered to me by my local bank. 1. 5 year fixed 6% with a balloon at the end of that or2. 5/1 ARM, fixed 6% for first 5 years and adjustable rate ceiling of 8% and flooring of 4% each year afterwardsCurrently I relocated to Jacksonville NC for my job (US Navy) and is away from my home market of Jackson MS.

Water in the basement could mean you will have to install an interior perimeter French drain with sump pump; I have priced those in the past at $65 to $85 per linear foot of perimeter wall.

I ask because I am in a position (in the Navy) where I can go any direction I want in a couple if years where college will be fully paid for and I just want to make the choice that will get my where I want to be the fastest.
