I don't have a direct feel for the situation but at first perception it doesn't look that good.Anybody who wants you to pay some type of money in order to hang out with them rather than just being happy with the value you bring them within your current relationship, is  full of it. 

Different investors have different goals and perceptions of what investment meets their goals. 

The perception is the community is that they will tell you anything you want to hear to sell you a lemon.

The perceptions of the research consumers play an important part in this valuation as their willingness to accept and act on the outcomes has value, even though it may be difficult to quantify.

I'd just come out and tell her that you want to do business but feel it's important that she gets a third party involved as you want to avoid the perception that you took advantage of her in some way due to her diminished capacity.

I don't know how much of it is conscious and deliberate strategy (as I didn't even read to see who is supporting the legislation) but "anchoring" in public policy and perception is certainly really. 

Investors may prefer that as there's a higher perception of getting a discount to value.

I know of some truly horrific PM companies, how they ever talk clients into working with them I don't know, and unfortunately perceptions can get built that those bad experiences are just how all PM's are.
