Don't assume their an idiot because they don't have a property, mabey you should see what they have to offer first and give that person a chance to get their first deal, instead of turning them away because they don't have experience.

It is legal for you to pay someone to refer business to you UNTIL you're licensed.It is a violation of federal law for a licensed person to pay an unlicensed person a finder's fee, referral fee, etc.That said, the barrier to entry in this state is exceedingly low.
