Maybe take a shot on it if it goes for the back taxes but beyond that you're taking a gamble because you can't go by what some city employee says unless you have it in writing from a city planner or someone that's in power to make those decisions.

If you're still interested at that point I would consider hiring a local land planner who has done this many times.Definitely avoid a 10 day due diligence.
