You also make no mention of dividend payments in non-direct recognition policies that increase cash value over time regardless of the policy loans outstanding. 

I challenge you to find a single reputable source that shows San Diego residential RE has not produced outstanding ROI.  

And every state has it's own "downpayment assistance programs" (there are a couple that are nationwide) and some are income specific.
