Find your local REIA and start attending and find the Realtors there to build friendships with. 

Im currently networking to partner up with a home builder here in Staten Island and build Semis on empty land.

Usually the numbers don't work to build in these neighborhoods, unless government tax credits, etc.Do you see the problem with your two statements:"The turnover costs could/will be high"and"How much more damage could they do?"

Understand the multi-family market, scale up portfolio efficiently, focus on value-add opportunities, build a reliable team, stay informed, and engage with the community for support.Good luck!
