The market dictates that and if you keep lowballing in order to use a PM, then no one will take you seriously and kick you to the curb.

It may be better to put 4 or 5 homes, there will probably be a cut off as to the size of developments meeting other requirements, like water retention, curbs and gutters, utility requirements.
