I was wondering if anyone knew how I can connect with or market to investors who specifically purchase land/ lots? 

I’d love to hear more about your experiences over the years.We are specifically looking to purchase single-family homes in the $80,000–$150,000 range and are considering renting them through Section 8.

Rehab cost overrun is where most BRRRR investors and flippers go wrong.

I've used the search feature on this forum but didn't have much luck.Are there any US investors, hard money lenders, or groups that invest in flips outside of the United States, specifically in Europe (Netherlands, Spain, etc.)?

Be sure to check with your lender to confirm their specific criteria regarding the property's condition.In short, fixer-uppers can qualify for DSCR loans, but the property either needs to be producing rental income or have a plan to do so after renovations.

Pre '2010', maybe just maybe it will lean heavier on the fundamental mechanics than specific processes. 

You can call suppliers, but may need very specific details to get a meaningful number.
