However, my insurance guy tells me that the most elevation you can gain over the current rating with a new survey is 4 feet, regardless of what the real elevation is. 

The association of builders puts out an annual cost survey/outline for new builds by area with average costs for grading, slab, framing, everything including interior finishes.

Does anyone have like a step-by-step guide or process that they can recommend i do or check out to get the project up and running with both the builder and the City of Delray Beach (ex: plans, permits, survey, etc.)?

I need a boundary survey for a small lot in south Columbus, and the first quote came back at $1,000 and 3-4 weeks out. 

All fee's should be paid at the closing table, with exceptions for the appraisal, and survey if needed.
