@Allen Zhu -Reading, along with many other eastern Pennsylvania markets are seeing significant growth compared to other areas in the state/ country.

The seller showed a letter from the previous Building inspector stating that there are no coding violations and that all the 6 units have certificates of occupancy.

I guess I would be on my own for researching them.

As at the time I purchased mine, it wanted looking too bad and I looked it up, found out it was city owned so I went ahead with the deal hoping the city was gonna either sell it soon or do something about it.

That Profit number needs to be above our minimum threshold (which is large enough to handle any rehab oh $hits).I live in Phoenix but invest out of state.

You don't actually own the property until the sale is ratified by the courts as a foreclosure is a legal process though you are generally responsible for the property taxes for the property from the moment you win.
