Most of the time the current landlord is trying to dump that property because the tenant doesn’t pay and the landlord doesn’t want confrontation or have to go through the eviction process.

Hey guys and galsJust want to comment here,,,In any case,,,,YES,,,you must comply with local codes and ordinancesWhat might be acceptable via plumbing Code in California might not be valid in Minnesota or North DakotaAny plumber worth his salt is going to do the work up to CODE anyway.He knows Goddamned well what the Inspector wants and is looking for in the first place.If you r a licensed plumber and work for a contractor and the inspector turns down your job because its not up to code,most likely youll be FIRED and shown the door.The key is ,find out whats acceptable by local code and give the nice man with the clipboard and the pens in his vest pocket what he wants,,,,and get him off your property.Now you'll know whats expected of you the next timeThe point of all this is once you establish a level of trust and cooperation with this guy,,he will be more apt to sign you off fast and do a minimal inspection the next go round.He will put you on his good guy list.Never be confrontational or combative ,even if you feel like it,,,give the man what he wants and get him off the jobsite.Hope this helpsDD in L.A.

When confronted with this issue, deny tenancy on other grounds to avoid a Fair Housing Claim (Insufficient income, a more qualified applicant etc..).Yup, pretty sick of the ESA crap.
