,I would recommend reaching out to the Licences and Inspection department for Greencastle, PA and ask them if there is any local rental inspection requirements or rental fees.For my first rental I later found out that Bristol, PA in requires a rental inspection and an annual rental fee for the city. 

The issue is marketing properties before you own them and without a licence.

I would just take a semester worth of easy electives and put all my focus on getting the re licence and gradually start from there.  

In WI the equipment to put the refrigerant into the unit once installed has to be registered with the state and you have to have a licence to use it.  

@Pete AckersYou do not require a real estate licence to buy and sell properties in Canada ... otherwise every homeowner would need to be licensed.

Perhaps I can licence for free to a community group or a school... 

It doesn't matter if they are licenced or not, it is only to report money paid to someone else for services in the course of business.
