I've experienced that in lower class properties priced under market, usually the tenants won't want the attention so they won't complain, but in A/B properties and especially when you are at or above market rate, tenants (rightfully) expect their units to be fully functioning in good condition.

My standard advice is to start with a 150-175k duplex in a B/C that meets at least the 1% rule upon purchase and has upside in rents with cosmetic rehab (but is occupied as is at a lower rent).

find local rehabbers to get the take out products for your rehabs. if you can work for them , a lot of products taken out of a higher end A B property might just be perfect for the c d properties.
