The closest reasonable comps are in a mid to high b class neighborhood less than 2 miles away sold and for sale in the last 6 months so I took that into account.

The closest parallel I know of is a few PHAs that "require" the tenant to have the carpets cleaned annually, but they don't/can't actually require a receipt or anything, they just hold the tenant to that level of cleanliness.
