If you remove the paneling and install drywall you will have to install mud rings for all electrical boxes or other fixes to get the boxes to line up as the drywall is thicker.

Notices and and cause being required or not is thicker if they've been there more than a year.Not sure if $850 Is worth it, but I would say yes if this is a quality RE, tenant and contract focused attorney and landlording to you is more than a hobby.

Then we used a rotary scraping attachment that we attached to a hand drill, something like this:http://www.homedepot.com/p/Forney-4-in-x-1-4-in-Hex-Shank-Coarse-Crimped-Wire-Wheel-Brush-72739/206472317It was a little thicker than that -- worked great but it was back-breaking work using it with a small power drill.
