Temporarily you can use it to cover the old cedar but screwing it into flaking cedar shakes is not going to last the buggers. five pound bag of cayenne pepper- sprinkle all around the structure (this deterrent is temporary).

The main hurdles are having the sufficient capacity with utilities (water, sewer, electric) off-street parking, appropriate setbacks, and fire mitigation (if you have 3 units you are likely going to be required to have one of them sprinkled).

Ive never ran into number of units running people away as long as they have the personal space.I believe anything over 4 generally has to be sprinkled for fire.
