While most of the people are pretty good and probably have a thankless job, there are definitely some with the good ole boy network and very political. 

We probably will have more in this legislative session. 

I think @Paul Sandhu captured the list of skills you need to find, and that you can probably find someone with "3M Talent" (or at least "2M Talent" to cover several areas.)

Based on the prices, now seems like it's probably a pretty good time to buy in Galveston.

They get hail storms there.No cap ex or anticipated cap ex.Rent is slightly lower than market because I have long-term, excellent tenants.The Dallas area is still growing, so selling is probably something I'd regret.Been renting the house since 2011, when I bought it. 

They are about the same cost (which surprised me) but for a rental property that is really probably mostly for pets, I'm concerned about maintenance and upkeep.

You can find higher ROI (on paper) here and probably in other cities…but the probability of actually collecting rent significantly decreases.

With tariffs, potential trade wars, and all sorts of economic uncertainty I would probably play it safe and just refinance now.
