Not to mention the economic development steps the town is taking in ensuring the growth of town (roads, schools, zoning) stays on par with the future expected population growth and new jobs that are going to be a result of the new factories opening.  

Depending on how long it takes you to save up the amount, you might want to also allow for inflation on that amount for your continued savings.[2]   Read Rich Dad poor dad.[3]   Think about getting a second job - possibly a temporary job - save a 100% of the money.Just my 2 cents.

However, actually about 83% of federal jobs are not in Washington D.C. 

Does focusing on macro trends (Population growth, rental and appreciation growth, good jobs) offset the 1% rule?

Vet your contractors and engage partners if you don't have the experience for the job.

Currently have a great job but want to start acquiring  2-4 unit complexes.

There’s a ton of investment pouring in, job growth, and a growing demand for housing.

With people continually migrating from CA, more jobs moving here (Tesla Semitruck factory being built as I type this), I don't know how this gets solved.
