I would communicate through email rotating responsibility and deferring costs by appointing someone for each month to contact the association and request notice of any upcoming meetings and a copy of the agenda.

The house has to be advertised, 1 in 2 people won't show up for their appointments, only 1 in 3 will put in an application, so after spending 8 hours running around trying to earn $40??

When you say "access", I'm assuming  you do mean computer and not physical entry with scheduling appointments...Zillow and trulia update with the mls,  and can be a good source of information.
