SInce most that get out of jail have a bill to the state for their stay, and probably lost everything unless they had a relative save personal belongings, many have no job or any prospect of a decent job with a record, they are pretty easy prey.No wonder most drug addicts go back in and most reoffend, it's the system, So unless you can provide a fair shake and they see it that way, say thirty days after they are there, you might have something there.
