Removing these items from the vents solved the issue.In one other instance the complaint of a unit not coming on was solved when we replaced the dead batteries in the thermostat.

Heating cables can be one of two types:-thermostatically and/or moisture controlled, when the temperature hits a certain temperature and there is moisture in the gutter (near the sensor) it turns on.

@Art Maydan If it won't turn on period, I'll bet the thermostat is wired wrong or set incorrectly (if its a complex model).
