Typically I would imagine California has some type of law preventing it, but if there is truly no agreement between the two of you, no lease, nothing verbal, and they haven't paid anything, I don't see how the law could reasonably come to a conclusion that there was an agreement, it's obvious there isn't.

However, my point was to use 1% rule to quickly disqualify a potential deal rather than trying to fully analyze it and still arrive to the same conclusion.

It's called technology, they typically don't call people to ask them survey questions, it's 2020....So much for your "Fake News"...turns out you just missed the fact it was a web survey and automatically jumped to conclusions.
