Last I heard, they were planning to expand - as far as I can tell they cannot handle their current workload.The tenant can complain about a problem for months before it is fixed.

Just as an aside, both plan to keep their owned real estate and lease it to the business buyer.I like that because it makes the business much easier to sell.

Their plan is to raise rents (on the poor remaining souls, improve infrastructure and exert some sweat equity. 

This would apply to your unit.Your biggest concern with setting the rent should be the near future. 1) Your insurance is guaranteed to go up, probably dramatically.  2) You may get an insurance assessment bill to cover the CA Fair Plan losses.

If you can find a fixer at a good price, with room for an ADU, and the comps are good, then you have a deal.Are you planning on flipping or long-term holds?

I would buy a deal that at least minimally cashflows (they exist) and then plan to refi in the 18-36 month window.

No one expects you to put money down when you tell people exactly what you are planning to do and how it works.Forget what everyone told you about how wholesaling is done.
