My wife and I are remodeling a 1940s bungalow-style home in St Petersburg, and after several months of interior work, we need design help and drawings of the front exterior for our contractor to gain permits from the city and move forward with the project.The original front entrance of the home was covered with an addition built by previous owners, and we'd like to boost curb appeal and value by adding a driveway, front steps, a new door with sidelights, and an overhang jutting out from the gable with columns.

Doesn't sound like you remodeled the property to command a high ARV or the ARV's are just that low.

BTW I am pretty bullish for Milwaukee long term for the next 10 years, to use a real estate analogy:  the city has already remodeled a lot (more to come), we just have not gotten that new appraisal yet!

This has put a cut on our cashflow and we have had some major expenses, like a new roof,  water heater, bathroom remodel, and kitchen remodel all done at the 3 bed house.

Bathrooms, toilet rooms, and laundry rooms shall have a ceiling height of not less than 6'-8" above the finished floor"Additionally, in th following paragraph 1207.2.1; it also notes an exception for similar residential conditions which allows "Furred Ceilings" (Ductwork, Structural Beams, etc) to be permitted as low as 6'-4".In Short; the Diagram you posted indicates the correct conditions that would apply to your residential basement.
