The house has been winterized by HUD so the well, toilets, septic, electric, etc. aren't on and the lines are presumably filled with an antifreeze of some sort.

Speculation may not pan out. 

Mold, stuffed toilets, laminate and carpets were destroyed.

Heated toilet seats with bidet.

Run water in the tub/shower/sink and flush toilet. 

I knew those neon green toilets were a good idea

I am considering turning an extra space into a short term rental and am considering a Saniflo macerating toilet.

I'll say that, as a tenant in the past, I've repaired small things myself (leaking toilet, light switch, etc....) but I would not let my tenants fix anything themselves
