Compare unit mix, unit size, market position, rent comparision, leases, location advantages, building curb appeal and other structural strengths with recent upgrades already done, building inspection and appraiser reports to help you justify higher value, etc. 

Giving all the info in the ad will curb some of those responses.

About your questions: 1) $700 a month in one of what we call a "popular rental area" is possible if you have a property with good curb appeal and a great interior rehab.

If someone doesn't clear that tax balance soon the county is going to foreclose on his property and he will be kicked to the curb (I don't know how it hasn't happened already, frankly).  

Street that fully complies with city spec, curb gutter, side walks, off site improvements of city frontage, to name the big ticket items.  

Take the time to spruce up the curb appeal or interior amenities.

A good a or b type neighborhood to me is nice parks, proud homeowners all around, lots of employment, good neighborhood curb appeal, and businesses moving into or around the neighborhood. hope this helps.

You like the neighborhood, the building has decent curb appeal and the interior has nice kitchen/bathroom that will not drive people away, right?

But that's your call.With smart phones pictures are free and easy, ask them to take a shot standing on the front door looking across  the street, then on the curb looking right and looking left down the "street scene" as appraisers call it.Ask them in include "what drew their attention to the property". 

Rents are just about at market rates (slightly less) but I love the idea of a little lipstick and curb appeal to possibly maximize them a little more.
