Attorney Needed Phoenix

Good Evening BP,

I'm in need of an attorney with lot split experience in the phoenix metro area.  I have a parcel we would like to split into 5 lots that comply with the current zoning but the City of Phoenix Land Development department counter rep stated i could only split into 3 with out complying with Subdivision guide lines.  Unfortunately the project is not economically feasible with all the additional improvements required in the subdivision guidelines.  I would like to know if any legal work around exists to be able to due what i want.

Thanks in advance for any referrals and advice
